FY2011 Appropriations Requests

Congresswoman Speier has requested Fiscal Year 2011 appropriations for the following 15 projects, listed below in priority order.  All proposed projects, including those 15 selected below, were publicly reviewed by the 12th Congressional District Citizens Oversight Panel.  To view the complete list of appropriations projects that were proposed and reviewed by the Panel, click here.

1. Shelter Network

Project Name: Shelter Network of San Mateo County’s Maple Street Shelter Program
Request Amount: $200,000
Intended Recipient: Michele Jackson, Executive Director
Address: 1450 Chapin Ave, 2nd Floor, Burlingame, CA 94010
Description: Funding will support both a short-term emergency shelter and a mid-term transitional housing program for homeless adults. In the past year, more than 550 people found shelter and support at the Maple Street Shelter and after an average of 103 days, 80% of those who completed the transitional program succeeded in securing permanent housing again.

2. Colma Creek Channel Wall

Project Name: Colma Creek Flood Control Channel Wall Repair
Request Amount: $1,675,000
Intended Recipient: Jim Porter, Director of Public Works/San Mateo County Flood Control District
Address: 555 County Center, 5th Floor, Redwood City, CA 94063
Description: Funding would permanently repair the distressed walls of the Colma Creek Flood Control Channel by removing the existing interlocking concrete sheet piles, excavating and grading the channel bottom, installing a drainage system, and constructing the new reinforced concrete walls and channel bottom.  View this project's Financial Disclosure Statement.

3. Broadway/101 Interchange
Project Name: U.S. Highway 101 / Broadway Interchange Reconstruction Project
Request Amount: $2,000,000
Intended Recipient: City of Burlingame, Public Works Department
Address: 501 Primrose Road, Burlingame, CA 94010
Description: Funding will support the reconstruction of the Broadway Interchange, Burlingame’s primary access to US Highway 101.  It is the only connection to the industrial area, hotels along the Bayfront, and our community’s major retail area.  It also serves as the main link for residents commuting along the Peninsula.

4. Great Highway Planning
Project Name: Great Highway Long-Term Solution Planning
Request Amount: $3,000,000
Intended Recipient: City and County of San Francisco, Department of Public Works
Address: 30 Van Ness Ave, 5th Floor, San Francisco, CA 94102
Description: Funding will help department find a community supported solution to the overarching erosion issues along Ocean Beach reaching the Great Highway.

5. 4C’s Standards SamCARES
Project Name: San Mateo County’s Comprehensive Approaches to Raising Educational Standards (SaMCARES)
Request Amount: $181,440
Intended Recipient: Child Care Coordinating Council of San Mateo County
Address: 2121 S. El Camino Real, A-100, San Mateo, CA 94403
Description: Funding will expand the SaMCARES program, a supportive stipend based program that encourages quality and permanence in the child care workforce, while rewarding achievements in both continuing education and continuity of care in the classroom.

6. Police Dispatch Consolidation
Project Name: Police Dispatch Consolidation, North San Mateo County
Request Amount: $975,000
Intended Recipient: Pacifica Police Department
Address: 2075 Coast Highway, Pacifica, CA 94044
Description: Funding for this project will improve interoperability and enhance the delivery of police services to the two participating agencies, with the ultimate goal of consolidating four or five north San Mateo County agencies into a combined dispatch center.

7. Poplar Ave. Storm Improvement
Project Name: City of San Mateo Poplar Avenue Storm Water Pump Station Rehabilitation Project
Request Amount: $6,100,000
Intended Recipient: City of San Mateo, Department of Public Works
Address: 330 W. 20th Ave, San Mateo, CA 94403
Description: Funding will equip the Poplar Avenue Pump station with automatic emergency standby power in the event of a flood.  Without automatic backup, the pump station could cease to function in the event of a power outage, and the surrounding neighborhoods would likely flood even in a relatively common storm event.

8. CalTrain Safety Fencing/Signage

Project Name: Caltrain Safety and Security Fencing and Signage Program.
Request Amount: $500,000
Intended Recipient: Penninsula Corridor Joint Powers Board
Address: 1250 San Carlos Ave, San Carlos, CA 94070
Description: Funding will repair existing fencing and signage, and install new fencing and signage along the existing Caltrain right of way to improve safety and security and deter trespasser activities.

9. HIP Housing Outreach
Project Name: Home Sharing Program – Outreach Project
Request Amount: $250,000
Intended Recipient: HIP Housing
Address: 364 South Railroad Ave, San Mateo, CA 94401
Description: Funding will expand the education and outreach of HIP housing’s Home Sharing Program to people in the 12th and 14th Congressional District who are unaware of the program, underserved by the program. Funding will also develop a “Home Sharing Program Implementation Kit”, which can be used throughout California as a resource for nonprofits developing home sharing programs.

10. SMC Medical Ctr. Renovation
Project Name: San Mateo County Medical Center Renovation
Request Amount: $1,200,000
Intended Recipient: Jean Fraser, Health System Chief, County of San Mateo
Address: 225 37th Ave, San Mateo, CA 94403
Description: Funding will support upgrading the ground floor to bring it up to licensing standards and also to offset the transition cost. Vacant floor could be ready for occupancy within four to six months after all the regulatory requirements are completed.

11. POST: Rancho Tierra
Project Name: Rancho Corral de Tierra
Request Amount: $3,000,000
Intended Recipient: Peninsula Open Space Trust

Description: Funding supports the last installment of purchasing Rancho Corral de Tierra and its expansions.

12. Sojourn to the Past
Project Name: Sojourn to the Past
Request Amount: $1,000,000
Intended Recipient: Jeff Steinberg, Executive Director
Address: 300 Piedmont Ave, San Bruno, CA 94066
Description: Funding supports fellowship assistance to enable a minimum of 1000 economically disadvantaged students in the district to experience Sojourn’s living history lesson in social justice and human rights, empowering them to promote awareness of social injustice and to create a more civil society where diversity is embraced, injustice is spoken out against, and all people are treated with dignity.

13. SMC Sheriff/Women’s Facility

Project Name: Women’s Transitional Facility – Programming
Request Amount: $805,000
Intended Recipient: San Mateo County, Office of the Sheriff
Address: 400 County Center, Redwood City, CA 94063
Description: The San Mateo County Sheriff’s Office seeks $161,000 in FY11 and $805,000 total over five years in federal funding assistance to establish a gender and evidenced-based program designed to transition female inmates from a locked and secure environment to one with more freedoms and education to prepare them for successful release back into the community.

14. Samaritan House Transportation
Project Name: Samaritan House Food Transportation
Request Amount: $73,000
Intended Recipient: Kitty Lopez
Address: 1511 S. Claremont St, San Mateo, CA 94402
Description: Funding will provide a third vehicle that is used to pick up donations of food that is distributed to local residents in need. Over 15,000 pounds of donated food is picked up and dropped off around the county while donations continue to grow.

15. SF General Hospital/CPOE

Project Name: San Francisco General Hospital – Computerized Provider Order Entry (CPOE)
Request Amount: $600,000
Intended Recipient: San Francisco General Hospital
Address: 1001 Potrero Ave, Room 2A5, San Francisco, CA 94110
Description: Funding will help San Francisco General Hospital meet the Health Information Technology (HIT) and Centers for Medicare & Medicaid Services (CMS) ‘meaningful use’ criteria for Electronic Health Record (EHR) technology as soon as possible in order to receive maximum amount for CMS incentive payments for which it would be eligible.
