Natural Gas and Home Heating Oil – What Congress Has Done

H.R. 6 reauthorized the LIHEAP program at record levels. As previously mentioned, Congress has provided $3 billion for LIHEAP this year. The bill also authorizes the Secretary of the interior to develop programs advancing the needs of low income populations, such as a discounted natural gas program for utilities, provided that gas goes solely to low income customers. In addition, the bill is ripe with programs and tax incentives to promote energy efficiency and conservation. H.R. 6:

Provides A Host of Consumer Tax Credits for Energy Efficiency and Conservation Measures in the Home and for Cars. A breakdown of these incentives can be found on the following U.S. Department of Energy link
Authorizes $90 million for a energy efficiency public information campaign intended to provide consumers with information on maintaining and repairing heating and cooling ducts and equipment, insulating and weatherizing homes, maintaining cars and purchasing energy efficient products
Expands the Energy Star program, a government/industry partnership for promoting energy-efficient products.
Establishes New Energy Efficiency Standards for many new commercial and consumer products that use large amounts of energy – providing significant savings on monthly energy costs.
Authorizes $5 million Annually to Assist States in Developing Energy Efficiency Programs with the goal of reducing electricity and natural gas demand by 0.75% a year.
Reauthorized Energy Savings Performance Contracts which allow the government to contract with private sector groups on energy efficiency initiatives.
