The September 11th terrorist attacks on the World Trade Center continue to have serious and lasting impacts on New York and its residents. From long-term health problems, to extensive job loss, to extreme difficulty making mortgage and rental payments or keeping a small business going, thousands of New Yorkers continue to deal first hand with the aftermath of the disaster.

My top priority since 9/11 has been to strengthen the federal response in each area of the recovery and to ensure that adequate federal aid is provided to the city for each specific needs that emerged from the disaster.

The sections on health, education, the economy, and security provide an overall picture of the recovery, showing progress made in several areas, while detailing a number of remaining unmet needs that require a much more adequate response. From the widest perspective, costs and losses from 9/11 total more the $80 billion by all accounts, while federal aid designated for the region remains under $20 billion and insurance payments are estimated at under $30 billion. This leaves New York shouldering the burden alone of the remaining $30 billion in losses, as well as ongoing costs for anti-terrorism security measures, unanticipated long-term health costs from the disaster, and increasing costs for rebuilding projects in lower-Manhattan.

It is far from clear that New York will ever receive anywhere near the federal aid pledged by the President in the Rose Garden of $21.4 billion on March 7, 2002, and even less clear that the region will receive additional aid to close the $30 billion gap that would remain, even if the President’s initial pledge were met (See more detail on overall federal recovery aid to New York in the economy section). When the initial pledge made by the President somehow wrongly became a ceiling, rather than a floor for what the federal government would be willing to provide, many of the specific recovery needs in New York became neglected or treated partially.

Now, the only choice has been to make each recovery need more prominent in Washington and more publicly discussed, so that vital resources are directed to meet those needs. A great deal of work remains to be done.

New York, NY – Yesterday, the Centers for Disease Control and Prevention announced that it will issue a solicitation for sources to provide federally-funded medical monitoring and treatment to thousands of 9/11 responders who live outside metropolitan New York City.  (Click here for a copy of the CDC’s announcement.)  In December, the Administration suddenly announced that it had abandoned plans to create such a program.  At the time, the CDC expressed concerns over the availability of continued funding, even though Congress was in the process of approving another $108 million for 9/11 health care.

Washington, D.C. – Today, Senators Charles Schumer, Hillary Rodham Clinton, Frank Lautenberg and Robert Menendez and Reps. Carolyn B. Maloney, Jerrold Nadler, and Vito Fossella released a new Government Accountability Office (GAO) report concluding that the National Institute for Occupational Safety and Health (NIOSH) had improved the cost estimation process for World Trade Center health programs over the last year.  NIOSH estimates that the total cost for 9/11-related health care and medical monitoring programs in FY 2008 will be $218.5 million, compared with the agency’s cost estimate for FY 2007 of $230 to $283 million.  The GAO report (click here for a full copy) says that NIOSH’s cost estimates for this fiscal year are improved because they are based in large part on the average actual costs of screening and monitoring exams conducted in FY 2007.

New York, NY – Today, Senators Charles Schumer (D-NY) and Hillary Rodham Clinton (D-NY) and Reps. Carolyn Maloney (D-NY), Jerrold Nadler (D-NY), Vito Fossella (R-NY) and Edolphus Towns (D-NY) demanded that the Administration provide answers within seven days about how it plans to provide care to thousands of Americans who are sick as a result of the 9/11 attacks.  In a letter to Health and Human Services (HHS) Secretary Michael Leavitt, the Senators and Reps. said that HHS officials have not adequately responded to growing concerns that health programs for 9/11 responders and others outside the NYC metro area could be halted within weeks.  Limited 9/11 health treatment programs outside the NYC area are currently funded by the American Red Cross, which has said that its funding for such programs is running out.

Maloney (D-NY) testified today at a joint hearing of the New York City Council Committees on Lower Manhattan Redevelopment and Civil Service regarding Council Resolution 1058, which calls upon Congress to pass H.R. 3543, the 9/11 Health and Compensation Act.  Rep. Maloney authored H.R. 3543 with Reps. Jerrold Nadler (D-NY) and Vito Fossella (R-NY).

Washington, D.C. – Today, Senators Charles Schumer (D-NY) and Hillary Rodham Clinton (D-NY) and Reps. Carolyn B. Maloney (D-NY), Jerrold Nadler (D-NY), and Vito Fossella (R-NY) expressed their disappointment after learning that President Bush’s Fiscal Year 2009 budget proposal includes a 77% funding cut for 9/11 health care programs, from $108 million appropriated for FY ‘08 to $25 million for FY ‘09.  Last month, NY delegation members sent a letter to President Bush asking him to ensure that 9/11 health clinics, which are expected to need more than $200 million this year alone, are fully funded in his FY ‘09 budget.   On January 27th, a White House spokesman told the AP that the president's budget “will reflect his continued commitment to World Trade Center workers.”

WASHINGTON, DC – 9/11 responders who were made sick by the toxic air at Ground Zero traveled to Washington today to watch the President’s State of the Union Address from the House Gallery and join federal lawmakers and labor leaders in urging President Bush to include sufficient funding for unmet 9/11 health needs in the Administration’s Fiscal Year 2009 budget proposal.  The lawmakers, labor leaders, and sick responders also demanded answers from the Administration about why the Department of Health and Human Services (HHS) suddenly decided last month to halt its plans for organizing an important health monitoring and treatment program for Ground Zero workers around the country, and advocated for passage of a comprehensive long-term program to help everyone exposed to 9/11 toxins.
