Hot Bill: H.R. 2369, Honor Our Fallen Prisoners of War Act
This month, I joined with Senator Barbara Boxer to honor members of our Armed Forces who died while in captivity as a Prisoner of War (POW). Senator Boxer has introduced a Senate version of my bill, the Honor Our Fallen Prisoners of War Act, which awards the Purple Heart posthumously to all POWs who die in captivity.

Currently, Prisoners of War who die during their imprisonment of wounds inflicted in war are eligible for posthumous Purple Heart recognition. However, those who die of starvation, beatings, freezing or other causes are not eligible for this highest of honors for our Armed Forces.

All POWs who die in service to our nation should be eligible for Purple Heart recognition. Our bills, H.R. 2369 and S. 2157, will allow all members of our Armed Forces who die while a Prisoner of War, regardless of the cause of death, to be awarded the Purple Heart posthumously.

I am proud to say that over 175, bi-partisan Members of the House of Representatives are supporting my bill.

Fighting for Imperial County Cattle Farmers
In December, after a nearly two-year long ban on American beef, Japan opened their trading doors to U.S. beef distributors. Shortly after beef shipments had resumed, Japan again closed their borders to American beef.  The replacement of this ban was brought about because a shipment of ineligible veal passed through the United States Department of Agriculture (USDA) inspectors and was allowed to be sent to Japan.

For my constituents in Imperial County, where beef is the number one commodity, this is a ban that they cannot afford. After receiving notice that the ban was being re-implemented, I immediately sent a letter to Secretary of Agriculture demanding an explanation.

I find it unacceptable that USDA inspectors allowed an ineligible shipment to be exported. As a result, I led the Congressional Beef Caucus in expressing our disappointment in the Administrations performance and have been working diligently with government officials from both countries to bring  an immediate halt to this ban.


Spot Light: Prescription Drugs, Know Your Benefits
In late January, Congresswoman Susan Davis and I led a rally to protest the Medicare Prescription Drug Benefit. I strongly opposed this law that abandons our seniors and casts aside the most vulnerable in our society. Health care providers ranging from physicians to pharmacists have confirmed that the Presidents Medicare Reform legislation leaves millions of Americans, especially dual-eligibles (Medicare & MediCal) without critical life-saving medications.

Pharmaceutical and insurance companies worked with Republican leaders to draft this legislation to suit their needs at the expense of Americas seniors and taxpayers. Unfortunately, the GOP leadership specifically added language that would prevent the federal government from negotiating prices for prescription drugs. According to experts, this alone will cost the taxpayers $500 billion, enough money to eliminate co-payments and reduce the $250 deductible.

You will be pleased to know that I am working with my Democratic colleagues to fix the shortcomings of Medicare Part D. I co-sponsored the Medicare Prescription Drug Savings and Choice Act and the Medicare Informed Choice Act. These bills will allow the federal government to negotiate prices with pharmaceutical companies, as it does with medicines for veterans in the Veterans Administration. This legislation substantially lowers costs to beneficiaries and taxpayers. It would also extend the deadline to enroll without penalty until 2007.

Health care coverage is a basic right for every American! The best solution is to expand Medicare to include prescription drugs. This is the simplest, most effective and least expensive way to provide drugs for our seniors.

Crime Fighter of the Month
I am thrilled to recognize the Second Chance and the Black Contractors Association as February's Crimefighters of the Month for their outstanding achievements and long-term commitment to the community.

The Second Chance Program and the Black Contractors Association has worked side by side on distinct projects benefiting youth in the community. Recently, the two distinguished organizations combined their efforts to give the Jackie Robinson YMCA a make over and face lift. They also provide mentoring to help better prepare youth to apply for jobs and turn them away from crime and drugs.

The members of The Second Chance Program and the Black Contractors Association have gone above and beyond in their efforts to help the youth in the communityand I am proud to recognize their dedication and outstanding leadership.


Citizen of the Month
Imperial County
This month I have selected Anabelle Alvarez, as my February Citizen of the Month for her outstanding achievements and long-term commitment as the President of the Brawley Lions Club. Anabelle has been President of the Brawley Lions Club for the past 4 years and involved with the organization for the past 10 years.

As President of the Brawley Lions Club, she has been the lead advocate for the Lions Club Sight First program. This service began when Helen Keller challenged the Lions to become "knights of the blind in the crusade against darkness" during the association's 1925 international convention. The Brawley Lions Club has continued with the legacy of becoming the knights of the blind and has provided eye glasses and eye exams for underprivileged local elementary school children.

As a major youth advocate, Anabelle has encouraged and led the Brawley Lions Club to fundraise for many community projects including providing thousands of dollars for graduating  high school seniors to pursue a college career as well providing support to the Imperial County Girls and Boys Club and youth sports teams. This year, the Brawley Lions Club is arduously fundraising to help sponsor students with juvenile diabetes to attend Wilderness Camp.

The Brawley Lions also sponsor the Annual Chuck Wagon Breakfast before the historical Cattle Call Parade. This year, they served over 2,000 people, starting at 5:00am and continuing to the start of the parade.

Anabelles hard work and commitment place her among the most accomplished and unassuming heroes in our community. She has developed a reputation for getting things doneand I am proud to recognize her outstanding leadership.


San Diego County
I am proud to name the Eastlake Basketball Team as my February Citizens of the Month.

The Eastlake team is ranked #2 of 105 other teams in San Diego County and #8 among over 500 schools in Southern California. Most significantly, the team has made history with a 22-1 winning record. In addition to the countless training and practice hours, the team has dedicated over 100 hours to community services projects. They have been working with the Eastlake Youth Basketball League whose membership includes over 200 families from eastern Chula Vista neighborhoods.

The Eastlake Basketball Team exemplifies the true meaning of the words role model. They have been tireless in their effort to achieve a winning reputation and made the time to give back to their communityand I am proud to recognize their outstanding achievements.

I'm very glad to hear that the horse slaughter amendment was
kept in the final Agriculture Appropriations conference report.
Unfortunately, the USDA, now charged with implementing the will of Congress, refuses to do its job. It is now crystal clear that we must pass a permanent ban on the slaughter of American horses for foreign export. I am asking for your help in passing H.R. 503 immediately.

If you are not already, please join as a cosponsor of the bill
to ban horse slaughter permanently -- H.R. 503 (introduced by
Representatives Sweeney, Spratt, Whitfield, and Rahall).

Thank you for contacting me about the Agriculture Appropriations Act for fiscal year 2006 and the horse slaughter provisions.

I wholeheartedly agree! While the Republican Leadership has managed to delay the implementation of the ban on horse slaughtering, it is still a victory. You will be happy to know that I have been a long time co-sponsor of H.R. 503, the Horse Protection Act.
