Fighting Against Privatized Medicare

I have been continuing my efforts to improve prescription drug coverage for seniors and warn the public about the new Republican  Medicare drug plan. 

The new Republican prescription drug plan is in need of major reform! The Republican plan requires seniors to receive the drug benefit through HMOs or other private groups, and it blocks Medicare from negotiating cheap bulk-rate prices!

To counter this devastating plan, I have joined my colleagues in supporting H.R.752, the Medicare Prescription Drug Savings Act.  This legislation would allow seniors to receive the prescription drug benefits through Medicare instead of pushing them into HMOs or other private plans. 

By allowing Medicare to negotiate lower prices with the drug companies, the bill would save money for seniors as well as the federal government.  The Veterans Administration and the Indian Health Service currently use their bulk purchasing power to bargain for better deals on medicine.

We are living in a time when seniors are often faced with the choice between buying medicine and food. It is time for a plan that benefits seniorsand not HMOs!


Congressional Showdown on Veterans Healthcare

During the recent consideration of the Emergency Supplemental Wartime Appropriations Act, I forced legislators in the House of Representatives to take a stand and vote on my proposal to provide an additional $3.1billion needed for veterans' health care.

According to Veterans Service Organizations and the Democratic Members of the House Committee on Veterans Affairs, this is the amount necessary to allow the Department of Veterans Affairs (VA) to maintain its current level of health care services. 

If we are willing to approve $81 billion dollars to continue the war, then we should also be willing to vote on spending money to help those who have already fought in the war, our nations veterans. The Presidents budget not only failed to adequately fund the current healthcare needs of veterans, but also mandated new requirements on many veterans such as doubling prescription costs to $15 and imposing a $250 VA healthcare enrollment fee.

To date, over 10,000 service members have been injured in Iraq, a tragedy that is expected to remain steady for the near future.  Many, if not all of those injured will eventually be cared for by the VA.

Every Republican Member of Congresson a technicalityvoted against my proposaland against the veterans of this nation.  That is unconscionable.  That is disgraceful.  That is an insult to the brave young men and women fighting in Iraq and Afghanistan today.


Tax Relief for Seniors

For many retirees, financial security from capital gains is a myth. When selling their homes, very few actually gain the security they anticipated. Reform is needed to help provide financial relief to our nations senior citizens.

Legislators originally passed capital gains tax cuts to give seniors a break. The hope was that when people reached retirement age, they could use capital gains from their homes to increase their income. Unfortunately, the way the law was structured led to very minor financial benefits. The law needs to be corrected so that it does what it was intended to dohelp provide more income for seniors! To accomplish this, I plan on introducing the "Fair Taxes for Seniors" Act.

Currently the law allows for a $250,000 exemption. For instance, if you bought a house for $200,000 and sold it for $500,000, you would make a profit of $300,000. The government would exempt you from paying taxes on $250,000. You would be required to pay taxes on the remaining $50,000.

My bill provides a one-time increase in the capital gains exemption for sales of homes for citizens who are 50 years and older. The amount exempted would be raised to $500,000 for a single person and $1 million for a couple.

As our senior population continues to grow, it is important that the federal government has the right laws in place so seniors can enjoy their retirement. My "Fair Taxes for Seniors" Act can help.


"A" From NAACP

This last month, the National Association for the Advancement of Colored People (NAACP) gave me an "A" grade on its Report Card for the last session of Congress.

I'm honored that the NAACP has recognized my commitment to civil rights and the African American community.

The NAACP Report Card gave high marks to Members of Congress who supported bills to expand the child tax credit for low-income families, increase funding for struggling elementary schools, protect overtime pay for American workers and prevent hate crimes, as well as other important legislation.

Since the summer in the 1960s when I was a Freedom Rider, I have worked throughout our community to combat racial and social injustice. As the 109th Congress gets under way, I will continue fighting alongside the NAACP to assist America's families, empower the disenfranchised and protect the most vulnerable of our citizens.


 


Supporting Crime Fighters in Our Community

I have named the volunteers of the Citizens Adversity Support Team as April's Crimefighters of the Month for their dedicated efforts to provide support to the Police and Fire Departments, American Medical Service, Scripps Memorial Hospital, Sharp Chula Vista Medical Center, and Greenwood and Glen Abbey Mortuaries.

The Citizens Adversity Support Team is a trauma intervention program that trains volunteers to provide families of trauma victims with compassionate, supportive assistance when requested by first responders. Since August of 1993, volunteers have been called to help with deaths in the home, deaths in hospital emergency rooms, suicides, domestic violence, murders, sudden infant deaths, shootings, motor vehicle accidents with injury or death, drownings, fires and various other traumatic situations.

The efforts of the volunteers of the Citizens Adversity Support Team are invaluable in helping ease the pain of families of victims of traumatic situationsand I am proud to recognize their spirit of good will and dedication to Chula Vista residents.

Citizens of The Month:

Imperial Valley

The Fabulous Four IVEXPO Mid-Winter Fair and Fiesta Staff

For their outstanding work to organize this years IVEXPO Mid-Winter Fair and Fiesta, I have named the Expo staff as Imperial Valley's Citizens of the Month for April.

Tiffinie Macias, Sandy Salgado, Eddie Jones, and J.D. Jones make up the expert team that organized the Fair. Through a team effort, the staff accomplished ten successful days of education and entertainment for Valley residents. The fair is an annual event that attracts over 90,000 attendees and is considered one of the largest events in the Valley. The mission of the IVEXPO is to provide year-round access to activities that showcase the talents, products and cultural wealth of the communities in the Valley.

The IVExpo staff did an outstanding job of organizing this years fair with little resources. They deserve to be recognized for their success.

Promoting Alternative Fuels

I have joined with my colleague Congresswoman Marcy Kaptur (D-OH) in introducing H.R. 388, the Biofuels Energy Independence Act. The bill develops a National Biofuels Program for producing, distributing and storing biofuels and establishes a biofuels fuel stock reserve.

This win-win legislation will bolster ethanol production in the Imperial Valley at the same time that we wean ourselves off Middle East oil.

I have been working with sugar-growers and other local groups to create ethanol production jobs in Imperial Valley.   Last year, I included in the annual appropriations bill a recommendation to the USDA to fund ethanol and renewable energy efforts based on a new sugarcane industry in the Valley.  I have also been a longtime champion of investing in renewable energy sources, fighting to expand the use of solar power, wind, biofuels and other clean and renewable energy sources.

I'm very concerned about rumors I've heard that some pro-oil industry members of Congress are planning to use a sneaky maneuver to try to open the Arctic National Wildlife Refuge (ANWR) for drilling. I urge you to stop any and all attempts to open ANRW for oil drilling.

Congressman Filner replies:
Thank you for contacting me about the Arctic National Wildlife Refuge (ANWR). I wholeheartedly agree with you!

Congress must protect this natural treasure from the oil companies. As you requested, I urged the Budget Committee to remove all ANWR drilling provisions from the budget bill. I believe that increasing fuel economy standards is a much better approach to addressing our Nations energy needs. You can count on me to continue fighting against drilling in the ANWR!
