Middle-Income Americans vs. Millionaires

The Republican-controlled Congress passed legislation in May, extending the capital gains and dividend tax policies championed by President Bush. Congressman Brown opposed the bill.

The new law adds $70 billion to the federal budget deficit, compounding the "birth tax" imposed on every American child by a national debt that has increased by $2.6 trillion (45%) under President Bush. But the new law does not equally benefit every American. Instead, its tax benefits flow disproportionately to the wealhiest of the wealthy.

According to an analysis by the Tax Policy Center, middle-income Americans will receive an average tax benefit of about $20 under the bill — less than most Ohio drivers will spend this summer on a tank of gas. But the new law gives an average millionaire $82,000 — enough to buy a Lexus LX 470 luxury SUV and fill it with gas for 10 years.
