Grants and Federal Domestic Assistance
The Grants and Federal Domestic Assistance web site, prepared by the Congressional Research Service for Members of Congress, gives guidance and Internet resources on Federal grants and nonfinancial assistance, as well as on private foundation funding.
Problem Resolution and Case Work
If you live in California’s 7th congressional district and need help with a federal agency, I might be able to help you. I can’t override decisions made by a federal agency, but I can try to make sure you get treated properly and expeditiously and get all the information you might need. Working together, we can try to resolve problems you might have with a federal agency. If you need assistance, here’s what you should do:
Contact one of my offices: Concord (925) 602-1880; Richmond (510) 262-6500; Vallejo (707) 645-1888.
Must Do: Please complete and sign this privacy authorization form to comply with the provisions of the Privacy Act and then fax or mail it to the address listed under the agency from which you are seeking assistance.
We post many documents in .pdf format. Please visit Adobe to download the free viewer if you do not already have this capability.
The following information explains what my office can do, provides answers to questions in each issue area (Veterans, Social Security, etc) that constituents have the most and explains the process my office follows to open a case on your behalf.
Constituents will sometimes ask that I expedite their applications for services or benefits. While my office is able to obtain information regarding the status of a constituent's application or claim, I can't order an agency to move one person's application ahead of others who also have been waiting. However, if an emergency situation develops, I will communicate the circumstances to the agency and request that the agency take the appropriate action.
Agencies and Issue Areas
- Veterans
Problems with veterans’ benefits, eligibility determinations, VA health care and replacements of medals earned.
- Social Security
Social Security benefits and eligibility, missing checks and disability claims.
- Medicare
Eligibility questions, benefit explanations and how to file Medicare claims
- Passports
Where to obtain a passport and what is needed to apply, as well as foreign travel warnings from the State Department
- Military and Federal Employment
How to get copies of military records, correction of records and assistance with retirees' health care; How to find jobs with the federal government
- Internal Revenue Service
Assistance with the Earned Income Tax Credit and assistance with resolving disputes with the IRS
Process: Who To Contact and What You Need
To open a case on your behalf, I need a signed letter or privacy release form from you, giving permission to look into your case. Due to the Privacy Act of 1974, no inquiries can be made without such written consent. As such, an e-mail will not suffice as a release. A written signature must be given.
Download the Adobe Version of the privacy release form or send a letter to any of my District Offices (see below) that includes the following information:
Full Name
Address
Daytime Telephone
Number
Evening Telephone Number
Date of Birth
Social Security Number
VA Claim Number of Alien Resident Number (if applicable)

Information for Constituents Coming to Washington, D.C.
Our office may make arrangements for constituents traveling in the
Washington, D.C. area for many different tours, including the Library of Congress, the Bureau of Engraving and Printing and the Kennedy Center. Availability is limited for these tours, and they quickly fill up during heavy travel periods. Therefore, we
suggest that travelers contact our office as early as possible with their tour requests. If you are a constituent coming to Washington, you may want to look at this guide for visitors.
Requests should include: the tour(s) desired, specific dates for each tour, names of all members of your party, the date you will be leaving California, your postal address and your day-time telephone number. Tickets and other tour information will arrive approximately two weeks before your scheduled departure. You may also click here to place an online order for tours for your next visit to Washington.
While in Washington, we encourage visitors to stop by our office. We are located in Room 2205 of the Rayburn House Office Building.
Ordering FlagsU.S. flags which are flown over the U.S. Capitol Building may be purchased by writing to our Washington, D.C., office. Flags are available in a variety of types and sizes as outlined below, and may be flown on a specific date and/or in honor of a person, organization or group. The flag includes a certificate from the Architect of the House verifying that the flag was flown over the Capitol and is being presented to the recipient.
Because of new franking prices, the total cost of flying flags may depend on how many you order. If you intend on ordering more than two flags at once, please contact Congressman Miller's district office (925) 602-1880 for an accurate price.
The amount of time required to process a flag request is approximately four weeks.

Nomination Procedures for United States
Service Academies
All interested candidates must apply in writing to Congressman Miller's Concord district office at 1333 Willow Pass Road, Suite 203, Concord CA 94520 by November 1st. In this initial request letter, the candidate should include biographic information including: full name, permanent residence, mailing address, telephone number, date and place of birth, social security number, high school/college being attended, counselor, etc.
Upon receipt of the candidate's letter, an application file is opened with the Congressman's office and an application packet is mailed to the student. Included in the application packet is a copy of these procedures, an application form, a counselor appraisal form, and Academy interest cards for submission to the individual Academies.
Students should be advised that application files must be fully completed no later than December 1st for a student to be considered for nomination. For an applicant file to be considered complete, the following documentation must be in hand:
We post many documents in .pdf format. Please visit Adobe to download the free viewer if you do not already have this capability.
Application Form (pdf file)
Counselor's Appraisal Form (pdf file)
Certified copy of academic transcript
Report of SAT or ACT
Verified class rank and cumulative GPA
Personal essay explaining why the candidate wants to attend the Academy and why they feel they should be nominated

All qualified candidates will be scheduled for an interview with Congressman Miller's Service Academies Advisory Board in December. The Board will interview candidates with a minimum SAT score of 550 verbal and 550 math or ACT score of 23 for English and 27 for math. Candidates must also maintain a 3.0 GPA or better. All candidates will be notified in advance of the time and place of their interview.
Upon completion of the interviews, the Service Academies Advisory Board will notify Congressman Miller of their recommendations for nomination, and notification will be sent to each applicant.
Competition for the Academy openings is very intense, and it is impossible for all those who wish to attend to do so. We, therefore, recommend that candidates consider alternate plans and also apply through the California Senators.
Final appointments are made solely by the Academies. The Congressman cannot guarantee appointments; he can only provide a nomination.
