Capable Partners Overview

The Capable Partners Program (CAP) is PVC’s technical assistance program to assist and collaborate with USAID missions in the field to strengthen local NGOs and NGO networks. Innovative approaches to strengthen local NGOs in developing countries and those emerging out of conflict play an increasingly important role in meeting the social and economic needs of their societies. PVC provides technical assistance directly and through Mission requests to enhance the performance of community-based NGOs, networks and intermediate service organizations (ISOs), who provide support services to NGOs. It is expected that CAP will also promote greater links between these local organizations and businesses, local governments, and international bodies.

A vibrant NGO sector is more than a series of discrete organizations acting in isolation. CAP works with U.S. PVO partners to strengthen NGOs and the array of networks and ISOs that provide support for NGOs in a select number of countries. Anticipated results include:

  • Increased sustainability of NGOs, ISOs, and networks
  • Increased promotion and use of high impact approaches by networks, ISOs, and NGOs
  • Increased capacity of networks, ISOs, and NGOs to address conflict within their development programming
  • Improved enabling environment through key legal, policy, or program recommendation reforms
