Disaster Resistant Jobs: Strategies for Community Emergency & Economic Risk (CEER) Management

General Information

All too often, communities that have experienced major disasters lose a major portion of the economic base. Studies have shown that after a disaster, 60% of small and medium size businesses fail within two years. Many never return to business once they are closed for even a few days because of floods, tornadoes, earthquakes and hurricanes. Not only does the community suffer from the effects of the hazard itself, but also in the long run the loss of jobs and tax base further reduces the community's ability to return to normal.

The Economic Development Administration and the Federal Emergency Management Agency have developed the "Disaster Resistant Jobs" course that will help small and medium size communities protect the economy from the effects of catastrophic events. The topics of this 4 day course are:

The purpose of the Train the Trainer courses is to develop a cadre of trainers who can raise awareness in their own localities. Participants must have the desire and ability to address groups including local economic development agencies, Chamber of Commerce meetings, service club luncheons, business meetings and other formats to address the issue of protecting the communities economic base. Participants will be provided with a tool kit of materials that can be used to tailor their presentation before groups.

Course Pre-requisite

All participants should complete EMI's Independent Study Course Introduction to Mitigation - IS 393. This course provides an overview of basic mitigation knowledge that is needed to initiate interested parties into the field of mitigation and hazards threatening the community.

Student Presentations:

On the last day of the class, each student is required to make a brief presentation centering on the topic of protecting the economic base of the local community from hazards and disasters. This presentation can be made individually or with other students in the class. Students are encouraged to be imaginative in their presentations and the use of audio-visual equipment will be made available. Students may want to bring materials from their home community to use in the presentation.

Registration:

The course is open to local, state and Federal employees as well as those from the private sector. Participants must complete the General Admissions and Application Form 75-5. (in block 9(a) - Course Code, write E-464). The completed form must be sent to the state emergency management training agencies of the applicant's state emergency management office.

Reimbursement

Employees of State and local public agencies are eligible for reimbursement through the student stipend program. Reimbursement includes airfare or mileage (in accordance with NETC policy) and a free room on the NETC campus. Private sector employees are also eligible with endorsement of their state emergency management agency.

Accommodations

Rooms will be available to all participants. Private sector, state and local government employees who are eligible for the student stipend reimbursement will not be charged for their rooms. Federal employees and others will be charged about $30.00 per night.

Meals

All participants staying on-campus must purchase meal tickets for the NETC Dining Hall. The ticket costs $17.25 per day for all-you-can-eat breakfast, lunch, and dinner, must be purchased at the Dining Hall.
