Legislative History of the Federal Fire Programs
1966: National fire and allied groups issued the report, Wingspread Conference on Fire Service Administration, Education and Research: Statements of National Significance to the Fire Problem in the United States, calling for legislation that would establish a National Commission on Fire Prevention and Control.
1968: Public Law 90-259, the Fire Research and Safety Act, established the National Commission on Fire Prevention and Control to investigate the fire problem and make recommendations
1973: America Burning Report to President issued by the Commission. Report recommended:
- Taking drastic action to reduce America's fire problem
- Providing a national focus on America's fire problem
- Establishing a United States Fire Administration and national fire training academy
1974: Public Law 93-498, the Federal Fire Prevention and Control Act, incorporated America Burning recommendations in establishing a Federal fire focus. Amendments by Congress have expanded the scope to include:
- 1978: Federal Programs to Combat Arson
- 1992: Fire Safety Systems in Federally Assisted Buildings
- 1992: National Fallen Firefighters Foundation
1990: Hotel and Motel Fire Safety Act
1990: Firefighter Safety Study Act
1994: Arson Prevention Act
