New USAID Mission Director for Angola

Luanda, Angola - The U.S. Agency for International Development (USAID) announced today the swearing-in of Diana Swain as its new Mission Director to Angola. U.S. Ambassador to Angola Cynthia Efird presided over the swearing-in ceremony.

Angola is at a critical juncture in its history as it begins the transition from war to peace. In August 2002, the Government of the Republic of Angola and the National Union for the Independence of Angola declared an end to the 27-year devastating civil war.

As Mission Director to Angola, Swain will be responsible for overseeing USAID development programs amounting to more than $100 million in fiscal 2004. Such humanitarian programs will focus on food security, private market development, health and HIV/AIDS, and democracy and governance. As USAID's Country Strategic Plan for fiscal 2000 - 2005 has been extended through fiscal 2006, Swain will spearhead the development of a new Integrated Strategic Plan for USAID in Angola, ensuring that public-private alliances with U.S. companies active in Angola are also captured.

A senior Foreign Service Officer with more than twenty years of experience in international development, Swain joined USAID in 1979 with the Bureau of Asia and Near East. She also served assignments to India, the Afghan Cross-Border program, Jordan, the Caucasus (Georgia and Armenia), and USAID Washington headquarters. Prior to this appointment, she was assigned to Namibia as the Mission Director in 2000.

A native of Wheeling, W.Va., Swain graduated from Weir High and holds a bachelor's degree from Shepherd College in political science.


The U.S. Agency for International Development has provided economic and humanitarian assistance worldwide for more than 40 years.
