OBJECTIVES

The scope of U.S. Agency for International Development (USAID) programs in Uganda includes humanitarian response, democracy and governance, and global issues such as population, education, health and environment and economic growth. The primary goal of USAID's Uganda Integrated Strategic Plan, however, is to assist in reducing mass poverty. This goal correlates directly with the broadest objective of the Ugandan government's Poverty Eradication Action Plan (PEAP), which seeks to reduce poverty to 10 percent or less by 2017.

PROGRAM AREAS

Expanded Sustainable Economic Opportunities for Rural Sector Growth. Through increased and environmentally sustainable agricultural production and productivity, financial services and policy reform, USAID has improved the economic well being of over three million Ugandans. This strategic objective directly supports the PEAP goal of creating an enabling environment for rapid and sustainable economic growth. It also supports the PEAP objective of directly increasing the ability of the poor to raise their incomes. In addition, it supports the Ugandan government's efforts in the areas of trade, agriculture, natural resource management and private sector development.

Improved Human Capacity. Human capacity in this strategic objective refers to individuals' ability to reduce vulnerability to poverty and achieve a better quality of life by improving levels of health and education. This strategic objective directly supports the PEAP objectives of improving the quality of life of the poor and increasing the ability of the poor to raise their incomes. It also supports the Ugandan government's objectives of increased access to quality basic education and improvement of global health.

More Effective and Participatory Governance. Under USAID's new strategy in support of the objectives of the PEAP and the Ugandan government, conflict prevention, mitigation and response are integral to good governance. Within the portfolio all programs seek to address poverty and the lack of opportunity, both of which are root causes of conflict. Central to the program is the participation of civil society in advocating for community needs. USAID resources will focus primarily on the key governance issues of effective devolution of power to the local level and separation of executive, legislative, and judicial powers at the national level.
