The National Institute of Standards and Technology (NIST) and the International
Trade Administration (ITA) of the U.S. Department of Commerce (DOC), co-sponsored
with the Construction Planning and Research Unit (CPRU) of the Ministry of Development
(MOD) of Brunei Darussalam a training session on building and construction from
April 2-3, 2002 in Bandar Seri Begawan. Seven U.S. representatives and six individuals
from ASEAN member countries participated in training more than 35 representatives
from public and private sector organizations in Brunei Darussalam, Indonesia,
Malaysia, Philippines, Singapore, Thailand, the United States, and Vietnam.
U.S. participant organizations were the International
Association of Plumbing and Mechanical Officials (IAPMO), the International
Code Council, Inc. (ICC), and the National
Fire Protection Association (NFPA).
The two-day program was carried out under the U.S.
DOC Dialogue with the ASEAN Consultative Committee on Standards and Quality
(ACCSQ). The presentations covered building codes and standards, model code
organizations, standards development processes, building regulatory systems,
the code review and permitting process, the use of performance-based standards
in building materials, and testing and certification. Participants noted the
basic differences between the U.S. and ASEAN standards systems and building
regulatory processes and indicated their desire to have similar future exchanges
of information. The training also provided opportunities for questions and answers
and networking.
The participants recommended:
- Continuing exchange of information in the building and construction area
between the United States and ASEAN member countries;
- Supporting placement of sector-specific and general U.S. standards experts
in the Asia-Pacific region;
- Placing all training materials on the NIST website;
- Continuing cooperation between the United States and ASEAN member countries
in additional workshops, trainings, and seminars in the building and construction
area; and
- Exchanging information between representatives of U.S. building and construction
organizations and members of the ACCSQ on the margins of a future U.S. DOC-ACCSQ
Dialogue meetings.
