Office/Location: Commercial Litigation Branch International Trade Field Office (New York)

Introduction: The Civil Division, Commercial Litigation Branch, U.S. Department of Justice, is seeking an experienced international trade attorney for a position in the International Trade Field Office, New York.

Duties: The International Trade Field Office has responsibility for both affirmative and defensive litigation in the United States Court of International Trade, representing the United States, its Departments and Agencies, and Federal officials. In addition, the office has responsibility for appeals taken from decisions of the Court of International Trade to the United States Court of Appeals for the Federal Circuit, which is located in Washington, D.C. Although the Court of International Trade and the Field Office are both located in New York City, the trial attorneys assigned to the Field Office travel throughout the United States to try cases at the locations in which the court is sitting. Litigation in the Court of International Trade within the responsibility of the Field Office includes: various challenges to decisions of the United States Customs Service concerning the classification and valuation of imported merchandise and other questions arising under the tariff laws; presidential proclamations and executive orders involving the tariff laws; the refusal to grant or the revocation of various licenses under the customs laws; the collection of duties and penalties under the customs laws and a variety of general litigation concerning tariff matters which may be commenced in the Court of International Trade. Generally, these cases are tried de novo, although some cases may be reviewed on an administrative record. [The Field Office, it should be noted, does not have responsibility for matters involving the countervailing duty or anti-dumping duty statutes.]

Qualifications: Applicants must possess a J.D. degree, be an active member of the bar in good standing (any jurisdiction), and have at least one year post-J.D. experience. Applicants should possess an excellent academic background. The ideal candidate should have at least two years or more of experience, preferably in international trade litigation. Judicial clerkship experience is highly desirable.

Travel: Frequent travel is required.

Salary: The current salary and years of experience will determine the appropriate grade and salary levels. The possible range is GS-12 ($63,103 - $82,031) to GS-14 ($88,674 - $115,278) per annum.
