PROGRAM NEWS


Asbestos Fiber Analysis

The new NVLAP bulk asbestos proficiency testing (PT) contract has been awarded to Research Triangle Institute (RTI). The sample types and test design of the PLM PTs will be similar to those in the past. The major change is that laboratories will pay proficiency testing fees directly to RTI rather than to NVLAP.

Tom Davis attended the Johnson Conference on A Review of Asbestos Monitoring Methods and Results for The New York World Trade Center, Libby Vermiculite, and Fibrous Talc, July 21-25, 2002, Johnson State College, Johnson, Vermont.

Calibration Laboratories

Barbara Belzer has joined NVLAP to serve as a Program Manager in the Calibration Laboratories Accreditation Program. She comes to NVLAP from NIST's Semiconductor Electronics Division in the Electronics and Electrical Engineering Laboratory where, for 16 years, she was responsible for the measurements and certification of a Standard Reference Material (SRM). Her experience has included not only the measurements, but the technical interaction with the SRM customers.

Barbara also coordinated an interlaboratory study and was the NIST principal investigator in a Cooperative Research and Development Agreement, both of which expanded the range of traceability to NIST of thin dielectric films. She recently worked with the staff of the Office of Microelectronics Programs at NIST, which coordinates the semiconductor metrology efforts across NIST, in meeting the challenges of the International Technical Roadmap for Semiconductors.

Barbara is a veteran of the United States Navy where she was responsible for the maintenance and repair of Navy Tactical Data Systems. She will share responsibilities with Stephen Doty for the day-to-day handling of the assessment of Calibration Laboratories.

Chemical Calibrations

NVLAP is offering accreditation for Whole Effluent Toxicity (WET) Testing studies for Providers of Proficiency Testing laboratories. Criteria for the WET Testing studies are contained in the USEPA National Standards for Water Proficiency Testing Studies; Criteria Document, Part 3--DMRQA (Discharge Monitoring Quality Assurance Report--Quality Assurance) Studies, January 31, 2001 edition.

Dosimetry, Acoustics, and Construction

NVLAP welcomes Betty Ann Torres to serve as the Program Manager for the Dosimetry, Acoustics, and Construction laboratory accreditation programs. Betty Ann reported to NIST on July 29,2002, and is taking over the duties previously filled by Dr. Carroll Brickenkamp, who is graciously staying with NVLAP to train Betty Ann in her new position.

Betty Ann has been with the Nuclear Regulatory Commission (NRC) for the past three years, serving as NRC's Project Manager and liaison for the NVLAP Dosimetry program. In her capacity as liaison, Betty Ann observed a NVLAP dosimetry assessment and received the latest NVLAP assessor training.

Betty Ann holds a B.S. in Physics from Valdosta State University and an M.S. in Radiation Science from Georgetown University. She is a member of the Health Physics Society, the International Radiation Physics Society, and the American Nuclear Society.

Electromagnetic Compatibility and Telecommunications

On August 18, 2002, the NVLAP ECT program held a meeting of its assessors during the IEEE EMC Symposium in Minneapolis, MN. The purpose of the meeting was to provide feedback and training on assessment issues. Also, on August 19, an FCC/NVLAP/A2LA meeting was held to get feedback from both A2LA and NVLAP assessors on the use of the new ACIL technical criteria checklist.

Laboratory Policy and Procedure for Referencing NVLAP Accreditation

NVLAP's last internal audit revealed several instances of misuse of the term NVLAP and the NVLAP logo on the web sites of accredited laboratories. Laboratories are reminded of NVLAP's policy for referencing NVLAP accreditation (NIST Handbook 150:2001, 1.8 and Annex A). Misuse of the NVLAP logo can lead to market confusion and unfair competition among laboratories.

Assessors will pay particular attention to the requirements of Annex A of the General Operations Checklist when conducting an on-site evaluation. Paragraph a) of Annex A states that a "laboratory shall have a policy and procedure for controlling the use of the term NVLAP and the NVLAP logo." Specific emphasis will be given to the items listed in NIST Handbook 150:2001, 1.8.2; that is, web sites, test and calibration reports, letterheads, contracts, business cards, brochures, advertising, and any other use not specified in NIST Handbook 150.

Assessors will sample the above-listed items to ensure that a laboratory's policy and procedure are effectively implemented.

New Assessor Forms Added to Web Site

To facilitate electronic entry and updating of the on-site assessment forms, NVLAP has just added the following Microsoft Word electronic forms to the Assessor Resources page of the web site: NVLAP On-Site Assessment Summary(revised 4/01) and the NVLAP On-Site Assessment Report with Signature Sheet and Narrative Summary (revised 4/01). (The General Operations Checklist has been available in this format since last year.) Information is entered into a form by either typing text in the shaded, underlined areas or by clicking on a check box, as appropriate. Assessors may fill out the forms on-line using Microsoft Internet Explorer, or download and save the forms to disk.

Credit Card Payment of NVLAP Fee

NVLAP has recently been informed that NIST will now accept payment of NVLAP fees with the American Express and Discover cards. Other methods of payment that may be used are Visa and MasterCard, check, wire transfer, and purchase order.

ILAC 2002

NVLAP is a Full Member of and a signatory to the ILAC Mutual Recognition Arrangement (MRA). There are currently 41 ILAC MRA signatories in 33 countries and a total of 75 ILAC member bodies (MRA, Full, or Associate) in 61 countries, plus four Regional Body Members (The Americas, Asia Pacific, Europe, and Southern Africa).
