New CMM Team Focuses on Early and Effective Response
The Office of Conflict Management and Mitigation (CMM) is
tasked with assisting USAID to respond more quickly and effectively
to countries exhibiting vulnerability to violent conflict
and other manifestations of fragility. As part of its response
to this directive, CMM is in the process of developing a decision
support system that will provide USAID senior managers with
regular and timely updates on the conditions and underlying
dynamics prevailing in fragile states. This decision support,
or ‘early warning’, system will draw on both a
range of quantitative inputs and consultations with knowledgeable
reference groups inside and outside of USAID.
Those countries showing greater vulnerability to instability
and violence will become priorities for further analysis and
appropriate programmatic responses. If requested, CMM will
then work across the Agency and with its missions overseas
to provide technical support and leverage resources that address
the sources of fragility and violence.
A Warning and Analysis Team has been established within CMM
to develop and manage the decision support system and coordinate
CMM’s inputs into country assessments of the dynamics
that lead from fragility and vulnerability to conflict.
