Preview of Fragile States Early
Warning System

An important element of USAID’s proposed Fragile States
Strategy is the ability to identify those states that exhibit
signs of fragility and then to track their status over time.
Early warning of increased fragility is vital for an early
response and ongoing monitoring of fragile states is important
for understanding the effectiveness of interventions and adjusting
responses.
As the first step in developing a comprehensive system for
identifying and tracking fragile states, the Office of Conflict
Management and Mitigation commissioned an initial design from
iSciences LLP. The August 17 presentation provided an opportunity
for the study’s principal authors to present their finding
on the most appropriate indicators and data sources and their
recommendations on how USAID should structure a process of
identifying and monitoring fragile states.
The session will began with a brief overview of the USAID’s
draft Fragile States Strategy. CMM outlined the steps for
moving from recommendations to a functioning system over the
next several months.
