WEST AFRICA BELLMON STUDIES

During its Regional Bellmon Meeting held in March 2002 in Dakar Senegal, representatives from the US Department of Agriculture/Foreign Agricultural Services (USDA/FAS)/Abidjan, the US Agency for International Development/Regional Food For Peace (USAID/RFFP)/Bamako and Cooperating Sponsors agreed that it is critical to coordinate food aid programming due to the region’s fragile market conditions.

Coordination among food aid actors plays a key role in:
  • Avoiding duplication of efforts in undertaking disincentive analyses;
  • Ensuring that the timing of arrival and quantity of food aid will have a positive rather than adverse effect on markets and
  • Being aware of new food aid programs being considered.

A representative from the West Africa Regional World Food Program (WFP) Office confirmed WFP’s interest in coordinating relevant information.

In order to harmonize the Bellmon process, participants decided to create a “ West African Bellmon Profiles Website”. The new website was shown to participants at the FY 03 Usual Marketing Requirements meeting (Sept 9-11, 2002, Abidjan, Cote d’Ivoire) and at the Food Aid Management (FAM) meeting (Sept 2002, Washington, D.C)

What is the purpose of this website?

  • It is an accessible means to obtain:
  • background information on existing food aid programs
  • best available five-year production, consumption and import data on the most import food products
  • storage/port information
What is a Bellmon Profile?
  • It is an abbreviate, summary form of the full Bellmon Analysis.
Why is a Bellmon Profile useful?
  • It can act as starting point for organizations interested in distributing or monetizing food aid in a country in which they have no presence.
  • It is an easy reference for other PVOs USDA and USAID.
