Enacted
in 1966, the Freedom of Information Act (FOIA) was the first law establishing
an effective legal right of access to government information. At that
time, almost all information was confined to paper. But now records
are maintained in other formats, including CD-ROM and computer tapes
and diskettes. These formats make it easier to put information online
for direct access by the public. In
order to provide enhanced access to Animal and Plant Health Inspection
Service (APHIS) records and in accordance with the Electronic FOIA
Amendments of 1996, APHIS has established a World Wide Web page that
makes frequently requested records available online or in electronic
