Acquisition & Assistance Policy Directives (AAPDs) /
Contract Information Bulletins (CIBs) Index


AAPDs (previously Contract Information Bulletins or CIBs) provide information of significance to contracting personnel including (but not limited to): advance notification of changes in acquisition or assistance regulations; reminders; procedures; and general information. Also, they have been used to implement new requirements on short-notice, pending formal amendment of acquisition or assistance regulations. CIBs issued in previous years continue to be available under their existing name and format; eventually, they will be integrated into the appropriate regulations/guidance or retired.

AAPDs are issued by subject matter; in some cases, several subject categories may be indicated on one AAPD if its guidance is considered relevant to more than one category. In addition, the 'Type' of AAPD will be stated to indicate whether the new AAPD provides new policy or new procedures, serves as a reminder notice, or transmits general information.

The links shown on the right provide access to the current listing of AAPDs/CIBs, available by year issued and by subject. Access to the Archive (which contains retired AAPDs/CIBs) is also available via the link provided on the right.

AAPDs are issued under the signature of the Director, Office of Procurement, and are normally prepared by the Policy Division (M/OP/P), but AAPDs can also be written by other offices if the subject is in their area of expertise or special interest. In the latter case, AAPDs are reviewed and approved for issuance by M/OP/P. This office also maintains the log of AAPDs and assigns all AAPD numbers sequentially on a calendar year basis (02-1, 02-2, etc.)

In previous years, the first AAPD issued each year provided the current listing of all active AAPDs and CIBs; however, in the year 2003, the first AAPD departs from that format and provides only those AAPDs and CIBs retired in the past year. As of February 2003, the Office of Procurement 's Policy Division will maintain an up-to-date listing of active AAPDs/CIBs on this website. As documents are retired during the year, they will be moved to The Archive, a new repository of all previous AAPDs/CIBs which are no longer active. In addition, a new link, "Why & When", is available in The Archive which will contain information on the year the document was retired, and the reason.
