The closing of the Congo, a vital national commercial link, contributed to isolation among villages and regions in the DRC. OTI's program will work to improve communication and dialogue among Congolese to combat effects of the conflict and increase the free flow of information and ideas, symbolized by such actions as the closing of the river.
