July 24, Assistant Director Steven McCraw, FBI Office of
Intelligence, testified before the Intelligence
and Counterterrorism
Subcommittee of the House Select Committee on Homeland Security. "The
threat to our homeland is dispersed, complex, and asymmetric," he
said, noting in Director Mueller's words that "information
sharing among law enforcement and intelligence agencies is
the greatest force multiplier in the defense of our nation." "Intelligence
has always been a core competency of the FBI and organic
to the FBI's investigative mission," he added. "The
Patriot Act has created new opportunities to strengthen and
expand the FBI's intelligence capability and allowed us to
move from thinking about "intelligence as a case" to
finding "intelligence in the case" and sharing
it widely with our Intelligence and Law Enforcement Partners."
Mr. McCraw summarized the comprehensive structural, operational,
and information- sharing initiatives undertaken by the FBI
since the attacks of 9/11/2001 that have positioned it to
prevent future terrorist attacks. He also specifically addressed
strengthened law enforcement and intelligence partnerships,
including the creation of the TTIC, the Terrorist Threat
Integration Center, that are in place to prevent future attacks
against the nation.
Among
other participants at the hearing were Phillip Lago, CIA
Deputy Assistant Secretary, and William Parrish, Department
of Homeland Security Acting Assistant Secretary for Information
