Integrity Committee
Mission

Pursuant to Executive Order 12993, the Integrity Committee (IC) of the President’s Council on Integrity and Efficiency is charged with receiving, reviewing, and referring for investigation, where appropriate, allegations of administrative (non-criminal) misconduct against Inspectors General (IGs), and, in limited cases, members of an IG’s staff.

Membership

The IC’s membership consists of the Federal Bureau of Investigation’s representative to the President’s Council on Integrity and Efficiency, who serves as Chairperson of the IC; the Special Counsel of the Office of Special Counsel; the Director of the Office of Government Ethics; and three or more IGs.

Meetings

The IC meets quarterly, or as appropriate, to review allegations. Complaints are assigned a tracking number, and an acknowledgment letter is sent to the complainant or referring agency. Credible allegations falling within the IC’s purview are referred to outside IGs for investigation under the auspices of the IC.

Matters Falling Outside the IC’s Purview

The IC does not have purview regarding whistleblower retaliation or discrimination matters. Whistleblower retaliation matters fall within the purview of the U.S. Office of Special Counsel. Discrimination matters generally fall within the purview of the agency’s Equal Employment Opportunity Office or the Equal Employment Opportunity Commission.

To process your complaint, you must specifically state in the body of your complaint that your complaint is intended for the Integrity Committee. Otherwise, the Integrity Committee will not receive it. Any references on the form to FBI programs should be disregarded for Integrity Committee purposes.
