Mounkaila Boureima and his accomplices are being sought for conspiracy to commit mail fraud against the federal government, as well as numerous state governments. In 2002, the scheme was discovered in Norfolk, Virginia, regarding Boureima and his accomplices who allegedly filed, through the United States Postal Service, approximately 460 fraudulent income tax returns. Additionally, a refund was requested for each tax return that was filed. A total of 21 states have been defrauded of more than $263,000 by this scheme, with the possibility of approximately 6 additional states which may have been victimized or targeted. Further investigation has also revealed that nearly 100 names and variations of Social Security Account Numbers have been fraudulently used, and several of these identities have been confirmed to be those of illegal immigrants.

Mounkaila Boureima was charged with conspiracy to commit mail fraud in a federal arrest warrant, which was issued by the United States District Court, Eastern District of Virginia, Norfolk Division, on March 26, 2003. Boureima and his accomplices remain at large.
