THE CRIME

Luis Javier Arteaga is wanted for allegedly abducting his children, Hilary Arteaga and Zitlalit Arteaga, from their home in Garden Grove, California. On August 17, 2003, the mother, who has sole custody of her two children, reported the alleged abduction to local law enforcement authorities. Luis Arteaga reportedly became despondent over the recent break-up with the children's mother.

On August 20, 2003, a state arrest warrant was issued by the State of California, County of Orange, Central Justice Center, charging Luis Arteaga with kidnapping, parental kidnapping, false imprisonment, and terroristic threats. A federal arrest warrant was issued by the United States District Court, Central District of California, on August 21, 2003, charging Arteaga with unlawful flight to avoid prosecution.
