Aircraft, Ship and Charter Forms

The purpose of the aircraft and ship time request forms is to provide NMAO and the Aircraft and Fleet Allocation Councils with the information necessary to schedule the projects the ships and aircraft will support, and which aircraft or ship would best meet the requirements of a specific project. NOAA Administrative Order (NAO) 216-104 "Management and Utilization of Aircraft" outlines the procedures to request and report on aircraft use in NOAA.

Formal platform requests should be submitted by March 1 each year for the following year on the appropriate form (list follows below). Once the requester completes the form and it has passed through the requester's chain of command, it is submitted to NMAO's Program Services and Outsourcing Division.  As additional information becomes available, or as conditions warrant, an updated form specifying the change shall be submitted to keep NMAO and the Allocation Council advised of all pertinent facts.

When all request forms have been received, Working Group meetings, convened by the Chief, Program Services & Outsourcing,  with representatives from all line offices (NOS, OAR, NMFS, NWS & NESDIS)  are held to review the requests and develop an Allocation Plan for the next fiscal year. The draft plans are then reviewed by the Allocation Council, which consists of top management officials from NOAA's Line Offices and and chaired by the Director of NMAO, who has final approval, for signature.

Individual project elements ("piggybacks") may be requested on the forms or requested on a previously planned and approved cruise or aircraft schedule. Those projects requiring vessel time should be coordinated through the Chief Scientist of the cruise(s) involved and be fully described in the Project Instructions.  Projects requiring flight time should be coordinated through the Principal Investigator and Aircraft Operations Center.

Monthy Ship and Aircraft Charter Report (this is an Excel file, you need to save the file to your computer to work on it) These are to be filled out and emailed on the last Friday of each month to CharterReport.nmao@noaa.gov monthly by anyone in NOAA chartering a ship or aircraft.
