Clearly our investigation should have
included the technical discrepancies of the two nuclear weapons analyses.
In 1997, because the investigation was stalled, Freeh was focused on
preventing even greater damage to the weapons program and was fully
engaged in helping the Department of Energy establish a more rigorous
counterintelligence effort. As Bellows found, the inaccurate predicate
we received caused us to improperly narrow our focus. We adopted Bellow's
recommendations and made other fundamental changes to avoid being in
this position in the future.
