The Pittsburgh Division's Community Outreach Program (COP) was developed to focus on building partnerships between the FBI, law enforcement, school districts, businesses and community members.

Community Outreach has enabled the FBI to project a positive image. This has produced an enhancing effect on the performance of the FBI mission, as well as helping communities have a better understanding of the FBI. The interaction touches all areas of operations, including the ability to successfully conduct investigations, identify criminal problems, and recruit personnel.
