Mr. Schiff: The FBI and police like when you call with a tip that helps solve or prevent a crime. That's what led to the arrest of 66-year-old Gale Nettles in Chicago...

Mr. Bochte: "While Mr. Nettles was in custody on an unrelated charge; he had indicated his plans to detonate an explosive device, to blow up the Chicago Federal Building, to a fellow inmate."

Mr. Schiff: FBI Special Agent Frank Bochte in Chicago; he works in the targeted building...

Mr. Bochte: "That inmate, in turn, contacted the authorities, and basically that's how the investigation was launched."

Mr. Schiff: Bochte says that in a sting, Nettles thought he bought fertilizer that he could mix with fuel to make a bomb...

Mr. Bochte: "The item that he had actually purchased would not have worked had he, even if he had mixed in the fuel oil."
