On March 1, 2003, MMRS joined the Federal Emergency Management Agency (FEMA) and other programs from the Departments of Health and Human Services, Energy, and Justice to become the Emergency Preparedness and Response Directorate of the new Department of Homeland Security.

President George Bush nominated Michael D. Brown as the first Under Secretary of Emergency Preparedness and Response (EP& R), in the newly created Department of Homeland Security in January 2003. Mr. Brown formerly served as FEMA's Deputy Director and the agency's General Counsel.
