March 10, 1997 SUMMARY: Declared disaster areas for recent tornadoes in Arkansas, and flooding in Indiana, Kentucky, Ohio, Tennessee, and West Virginia. Dear Guaranty Agency Director: President Clinton has declared 13 counties in Arkansas to be disaster areas because of tornadoes that struck that state on March 1. An additional 76 counties in five other states were also declared to be disaster areas because of severe flooding caused by heavy rains that generally began in those areas on or about February 28. On March 3 and March 5, we notified you of the disaster areas in Arkansas, Kentucky, and Ohio. Since then, additional counties in those states, as well as parts of Indiana, Tennessee, and West Virginia have been declared to be disaster areas. The following list of counties reflects the information we have obtained from the Federal Emergency Management Agency (FEMA) as of the date of this letter. The counties added in Arkansas, Kentucky, and Ohio since our earlier notices to you have been underlined (capitalized on the BBS). Arkansas: Clark, Cross, Greene, Hempstead, HOT SPRINGS, Jackson, Lonoke, MISSISSIPPI, Nevada, POINSETT, Pulaski, Saline, and WHITE. Indiana: Clark, Crawford, Dearborn, Floyd, Harrison, Jefferson, Ohio, Perry, Posey, Spencer, Switzerland, Vanderburgh, and Warrick. Kentucky: Bourbon, Bracken, BRECKINRIDGE, Bullitt, CAMPBELL, CARROLL, CHRISTIAN, DAVIES, Franklin, GALLATIN, Hardin, Harrison, HENRY Jefferson, KENTON, LEWIS, MCLEAN, MEADE, NELSON, OLDHAM, OWEN, Pendleton, Powell, and TRIMBLE. Ohio: Adams, Athens, Brown, CLERMONT, Gallia, HAMILTON, Hocking, Jackson, Lawrence, Meigs, Monroe, Pike, Ross, Scioto, Vinton, and Washington. Tennessee: Carroll, Cheatham, Dyer, Madison, McNairy, Montgomery, and Obion. West Virginia: Braxton, Cabell, Calhoun, Clay, Gilmer, Jackson, Kanawha, Lincoln, Mason, Putnam, Roane, Tyler, Wayne, Wetzel, Wirt, and Wood. The list of designated disaster areas for borrower-initiated 90-day forbearances under the guidelines first outlined in the January 14, 1997 "Dear Guaranty Agency Director" letter is complete as of the date of this letter. We will notify you if additional areas are designated by the President or FEMA. Lenders and guaranty agencies may contact the Department's toll-free number at 1-800-433-7327, Monday through Friday from 9:00 a.m. to 5:00 p.m. EST for further updates. This letter has also been sent to each regional office of the Department, plus the National Council of Higher Education Loan Programs, Inc., the Consumer Bankers Association, and the National Association of Student Financial Aid Administrators.
