Dear Guaranty Agency Director:

This letter will serve as the Department of Education's (ED) notice of approval of the enclosed forms reflecting an extension of the expiration date and new Office of Management and Budget's (OMB) control number for the revised Federal Stafford Loan (Subsidized and Unsubsidized) Master Promissory Note (MPN).

When the Office of Management and Budget approved the revised Federal Stafford Loan Master Promissory Note, it was under control number 1840-0742 with an expiration date of September 30, 1999. The Department applied for an extension of that expiration date and OMB responded with a new expiration date of 08/31/2002. Further, all former Office of Postsecondary Education (OPE) paperwork control numbers are being converted to Student Financial Assistance (SFA) control numbers. OMB gave this revised Stafford Loan MPN a new SFA control number of 1845-0006.

Program participants are reminded that no changes to, deletions from, or additions to the prescribed language in these materials will be permitted. Printing instructions remain the same as when the form was originally distributed to the community. Forms that reflect the extended expiration date and new OMB control number should be put into use as soon as possible but no later than March 1, 2000. Completed old MPN forms received by lenders after that date may be processed.

These forms will be available in PDF format on ED's IFAP website at
http://ifap.ed.gov and on the NCHELP website at www.nchelp.org. Guaranty agencies are responsible for ensuring that the forms used by the agency are identical to the forms approved by the Secretary.
