BLUEPRINT FOR ACTION
The FBI's Strategic Plan, 2004-2009

08/09/04

It's just out, and we'd like you to look at it--the "unclass" version posted in full on this site.

Please take time to read Director Mueller's opening comments, starting off: "The events of September 11th have forever changed our nation and the FBI. Since that terrible day, the FBI's overriding priority has been protecting America by preventing further attacks. The FBI has made and will continue to make many significant changes in order to protect America. We have refocused our priorities to enable us to better accomplish our mission and we are making comprehensive changes in the overall structure, organization, and business practices of the FBI to ensure that we excel at everything we do."

Reflect on our long-range forecasts in terrorism, espionage, cyber threat, and all major criminal arenas. Each arena will be profoundly impacted by demographic, communications, economic, cultural, and technology changes--and you can read here how each takes these "global drivers" into account operationally.

Look specifically at how each FBI priority area is logically broken down into concrete objectives and priority actions to achieve the mission. What areas? Intelligence. Counterterrorism. Counterintelligence. Cyber. Public Corruption. Civil Rights. Criminal Enterprises. White Collar Crime. Significant Violent Crime. And Forging Partnerships Against Terrorism/Crime.

Read about our goals for hiring and maximizing our employees--and give some hard thought to joining us. As our FBI Job site says, "The FBI. It is like no other career choice you've explored. It's challenging. Compelling. Important."

Read about how specifically we will use tools to achieve our mission and goals. What kind of tools? Security measures to protect people, information, and capabilities. State-of-the-art information technology. Criminal justice information services. Forensics. Records management.

And don't overlook our Appendices, which discuss in detail external and internal factors, from drivers to operational impacts, our stakeholders, and how we will hold ourselves accountable for meeting all the goals and objectives we have set forth.

Speaking of which: in his opening comments, Director Mueller notes that the FBI has amended its core values to place new emphasis on "accountability for our actions and leadership through example." We hold ourselves accountable for achieving the goals set out in this strategic plan...and we want you to hold us accountable too.
