President George W. Bush addressed the U.S. Coast Guard and various other agencies within the Department of Homeland Security in Philadelphia on Monday, March 31st. His visit was largely a salute to the Coast Guard's efforts in Operation Liberty Shield and Operation Iraqi Freedom.
