Tracy R. Justesen is Associate Director for the Domestic Policy Council at the White House.  Tracy is responsible for the President's New Freedom Initiative and issues important to individuals with disabilities.  He served as an attorney in the Civil Rights Division of the Department of Justice and as a technical advisor to the President's Commission on Excellence in Special Education.

He holds a Master of Science in Education, a Juris Doctorate, and an LL.M. in international law.  He also holds an Honorary Doctorate.
