Kerry E. Haynes - Assistant Director, Investigative
Technology Division Mr.
Kerry E. Haynes is a Central Intelligence Agency, Directorate of Science and Technology
careerist detailed to the FBI. On February 16, 2004, FBI Director, Robert S. Mueller
III appointed Mr. Haynes to the position of Assistant Director, Investigative
Technology Division. Mr. Haynes is responsible for providing the vision, leadership,
and direction to ensure the operational availability of state-of-the-art technologies,
support and expertise necessary to enable and enhance the FBI's investigative
efforts as well as ensuring the application of forensics services related to the
collection processing and exploitation of computer, audio and visual media in
the Counterintelligence, Counterterrorism, Criminal Investigative and Cyber programs.
Mr. Haynes joined the federal service in 1980 and was assigned to the
Directorate of Science and Technology in 1981. During his early career he served
in 3 of the 4 Agency Directorates in various operational capacities. He has multiple
tours as a technical operation's officer and manager serving in various assignments
overseas and domestically. In 1989, he became the Chief of Operations for a hostile
area special project and in 1991 he was assigned as Chief of a multifaceted operational
division chartered with technical support to counterterrorism and select Agency
activities. In the mid 1990's, he was appointed as Director of a major operational
and engineering facility. Upon his return to Headquarters in 1999, Mr. Haynes
served in various capacities managing extensive resources dedicated to technical
collection operations, equipment development, and intelligence community partnerships.
Prior to his assignment to the FBI, Mr. Haynes was the Director of Technical Collection
within the Directorate of Science and Technology/CIA. Mr.
Haynes has received several prestigious Agency awards including the Donovan Award
for extensive accomplishments against the counterterrorism mission, and a Certificate
of Merit for performance under wartime conditions. Mr.
Haynes was born in Glendale, California. He holds a Bachelor's degree in Political
Science from California State University in Los Angeles and advanced degrees in
Government and International Relations from Claremont Graduate School in California.
