The Office of Scientific Support (OSS) is a service organziation designed to support the people conducting science in NOAA Research. As the only scientific staff office in NOAA Research Headquarters, OSS serves as the starting point for programmatic actions and policy positions affecting all of NOAA Research. The vision is to effectively support NOAA Research with a team of scientifically trained staff well versed in NOAA's science enterprises. In addition, OSS provides critical knowledge about national and international scientific and science policy issues.

Major responsibilties of the OSS Staff include:

  • Administration and Staffing Senior Management
  • Policy Development
  • Laboratory Liason role
  • Sceintific Planning
  • Support to Associate Directors
  • Laboratory and Program Reviews
  • Budget and Outreach Support
  • Joint Institute Administration


The office is separated into five teams and the Office of Research and Technology Applications. The teams provide primary support for scientific programs including direct support to the Office of the Assistant Administrator.

The Joint Institute (JI) Team provides oversight and direction to 11 Joint and Cooperative Institutes. The JI Program manager provides administrative governance, acts as advocate and consultant throughout the Department of Commerce, NOAA and non-Federal entities, and aids in the multi-year planning process for the cooperative agreements.

The Office of Research and Technology Applications are responsible for Federally mandated programs, the Technology Transfer Program, and the Department of Commerce Small Business Innovation Research Program.
