Office of the Chief Financial Officer

The Office of the Chief Financial Officer (CFO) provides budget and management support to the national NOAA Research organization. In addition to the this national scope, the office provides day-to-day operation support for the headquarters unit, providing budget, procurement, and computer services to this staff of Federal employees and contractors.

National responsibilities include the formulation and execution of fiscal budgets, constituent and Congressional outreach and education, human resources management, and many other important functions.

As many changes porliferate throughout the NOAA and NOAA research organizations, the CFOs office is primed to aid in the organization and dissemination of information and resources to guide the organization through these exciting and challenging times.

The Management & Organization Development (MOD) Team provides national and local leadership for management and administrative services and resources, human capital management, as well as training and development activities.

The Budget & External Affairs Division is responsible for overall guidance, procedural and rule development, and completion of work products in three areas: Budget Formulation, Budget Execution and External Affairs and Boulder Outreach.

The Budget Formulation & Planning Team provides coordination and development of narratives exhibits, briefings and information requests for quarterly budget submissions. The team coodinates response to Congressionally mandated reports as well as managment and tracking of Congressional add-ons.

The Budget Execution Team allocates funds to programs, providing NOAA Research-wide funds control and fiscal year-end closeout. In addition, the team provides input to NOAA quarterly reviews, provides financial reporting and tracking and leads the NOAA Research organization in the CAMS implementation.

The External Affairs /Boulder Outreach Team provide legislative, Congessional and constituent activity planning and coordination for the national NOAA Research organization. The team provides information and resources on NOAA Research sceince and activities to boost program and research exposure to key policy makers within the legislative process. In addition, outreach and education efforts increase the awareness of NOAA Research programs and activities to the general public.

The Field Resources Division is comprised of the Field Services Team, located in NOAA Research headquarter's office, and the Field Operations Team, co-located with the Boulder laboratories.

The Field Resources Team manages and tracks NOAA Research laboratory financial allocations and related resources and operations services, and provides advocacy for the laboratories within the financial management process

The Field Operations Team
provides support for Boulder computer network operations, facilities management for the Boulder campus, as well as serving as a liaison between Boulder operational management and headquarters staff.

The Information Management Division is the Headquarter's component to the NOAA Research Chief Information Officer's Office. This group provides oversight of all information technology related activities and management for the national offices as well as the headquarter's unit. The office provides capital planning and development, IT security management and oversight, web services and activities. In addition, the office is responsible for developing IT prolicies, guidance and best practices, and ensuring compliance with Federal IT laws and regulations.
