International Technical Assistance and Cooperation Activities

OGE's Office of Government Relations and Special Projects administers the international technical assistance and cooperation program. At the request of foreign policy agencies and entities of the U.S. Government, OGE discusses its role as a corruption prevention organization and shares its ideas and experiences with foreign governments directly and within multilateral processes. This section contains speeches and papers presented by OGE staff members at international forums. It also contains French, Portuguese, and Spanish translations of the Standards of Ethics Conduct for Employees of the Executive Branch.

ABOUT OGE's INTERNATIONAL TECHNICAL ASSISTANCE &
COOPERATION ACTIVITIES

The United States Office of Government Ethics (OGE) is a separate agency within the executive branch of the United States Federal Government and is responsible for directing executive branch policies relating to the prevention of conflicts of interest on the part of Federal executive branch officers and employees. OGE's primary duties include establishing the executive branch standards of conduct, issuing rules and regulations interpreting the criminal conflict of interest restrictions, establishing the framework for the public and confidential financial disclosure systems for executive branch employees, developing training and education programs for use by executive branch ethics officials and employees, and supporting and then reviewing individual agency ethics programs to ensure they are functioning properly. OGE's international technical assistance and cooperation program focuses on sharing technical information and practical experiences with regard to these duties as well as providing assistance in understanding the relationship of this ethics program to other governmental systems designed to promote transparency and institutional integrity. The goal of OGE's international technical assistance and cooperation program is to assist others in developing and improving programs intended to prevent corruption and promote integrity within government.

OGE's Office of Government Relations and Special Projects administers the international technical assistance and cooperation program. At the request of foreign policy agencies and entities of the U.S. Government, OGE hosts delegations at its offices, provides technical assistance and reviews documents via the Internet, conducts digital video conferences, and conducts informational programs within other countries. The audiences for these programs, both in Washington, DC, and abroad, are primarily comprised of public officials but oftentimes include business leaders, journalists, leaders of non-governmental organizations, attorneys, academics, and military leaders.

As a government agency administering a program that helps to prevent corruption, as opposed to detect, investigate, or prosecute corruption, OGE represents the United States Government in that role at multilateral anticorruption conferences. OGE also engages in a number of bilateral programs with foreign states each year, again at the request of U.S. Government foreign policy agencies. Further, OGE assists other U.S. Government agencies who are responsible for negotiating international anticorruption agreements and for helping to coordinate or organize international anticorruption conferences. Current examples of each include the negotiations for a United Nations convention against corruption and planning for the Third Global Forum on Fighting Corruption and Safeguarding Integrity. Additionally, OGE plays a role in processes and mechanisms designed to follow-up on implementation of existing international anticorruption agreements, such as those undertaken by the Council of Europe's Groups of States against Corruption (GRECO) and the Organization of American States' Committee of Experts of the Follow-up Mechanism for the Implementation of the Inter-American Convention against Corruption. OGE is also a member of the recently organized Network of Government Institutions of Public Ethics in the Americas.
