The Office of Small and Disadvantaged Business Utilization (OSDBU)
at NASA Headquarters is responsible for the development and management
of NASA programs to assist small businesses. The office functionally
oversees and directs the activities of corresponding offices at
each NASA Center. The mission of the OSDBU is to ensure that small,
small disadvantaged, and women owned small businesses, including
historically black colleges and universities (HBCUs) and other minority
institutions, are provided the maximum practicable opportunities
to participate in NASA prime contracts and subcontracts, particularly
in the high tech areas. This includes technology transfer and commercialization
activities.
In doing so, the OSDBU's vision is to fully integrate small,
small disadvantaged, and women owned small businesses into the
competitive base of contractors from which NASA regularly purchases
goods and services and urge NASA's prime contractors to do so
in their subcontracting activities. At a minimum, "fully integrate"
means meeting the small, small disadvantaged, and women owned
business goals, as established by Congress and/or negotiated with
the U.S. Small Business Administration. In contracting with small,
small disadvantaged, and women owned small businesses, NASA seeks
to mentor, nurture, and develop such firms so as to prepare them
to obtain contracts from other federal agencies, the private sector,
and the international arena.
