Gun Recovery and Enforcement Initiative Training Program

About the Program

•24 hour training seminar funded by the   DOJ Bureau of Justice Assistance
•Sponsored by the local United States Attorney's Office
•Organized and Administered by certified DOJ contract Program Manager
•Co-hosted by primary local police department within selected city
•Comprehensive training may utilize instructor representatives from the local PD, State Prosecutor's Office, ATF, FBI, DOJ and the USAO.  Contractor will provide for approximately 75% of the instruction used for a typical 24-hour training seminar.

Program Objectives

•Enhance street officer's enforcement and investigative abilities in support of PSN
•Provide law enforcement with a unified street enforcement guide for combating gun-violence
•Support enforcement efforts to successfully recover crime guns from street-level criminals
•Enhance firearm case articulation and preparation toward successful prosecutions
•Promote higher quality cases through comprehensive crime scene and forensic examinations

Primary Course Components

•Firearm Detection, Recovery and Enforcement Techniques; Characteristics of Armed Gunmen
•Firearms Case Articulation; Prosecution Report Narratives; Suppression Hearing Exercises
•Firearms Case Preparation for Successful Prosecutions
•Federal, State and Local Firearms Law
•Review of  Selected Fourth and Fifth Amendment Issues
•Handling and Processing Gun-related Crime Scenes; Latent Fingerprints; Photography
•Use of Specialized Crime Scene Search and Investigative Equipment

Selected Optional Course Components (Co-taught or developed by Contractor)

•Criminal Interviewing Techniques
•Preparation of Gun-related Search Warrants
•Firearms Trafficking Investigations
•Firearms Identification and Tracing Procedures
•Officer Safety and Street Survival Discussion
•Gang Recognition and Investigations; Gang-related Intelligence

Agency Responsibilities

•BJA Contractor will develop and provide: street enforcement guide; statistical report evaluation handbook; training schedule and curriculum; student officer resource manual; practical scenarios and handout material; classroom instruction; crime scene search and investigative equipment; course review and evaluations; and certificates of completion.

•Local USAO will designate a representative (typically the LEC) to work with the BJA contractor in providing: operational, administrative and logistical support; a suitable training site to accommodate up to 100 students; identifying local instructors for certain/optional topics; AV equipment support and; reproduction of the Student Resource Manual.
