The OSDBU was established under the authority of Public Law 95-507. It's responsible for promoting the use of small businesses in prime and subcontracting opportunities in accordance with Federal laws, regulations and policies and the use of products from the National Industries for the Blind and services provided by NISH.

Secretary of Commerce, Donald L. Evans, believes that all types of small businesses are vital to the economic health of our nation. The Secretary has also stated that each Department employee who has a role in the acquisition process has a responsibility to support our overall mission of economic development and the Federal Government's public policy objectives.
