20 Suspected Gang Members Arrested in Federal Sweep

Thomas J. Kneir, Special Agent in Charge of the Chicago Office of the Federal Bureau of Investigation (FBI), Terry G. Hillard, Superintendent of the Chicago Police Department (CPD) and Patrick J. Fitzgerald, U.S. Attorney for the Northern District of Illinois, announced today the arrest of 20 suspected members and associates of the Black P Stone Nation Street Gang.

Today's arrests were the result of a 2½ year investigation conducted by the Chicago FBI's Gang Crimes Task Force, which is comprised of FBI Special Agents and CPD Gang Crimes Officers. Those arrested, along with four others currently being sought, were charged in two criminal complaints filed in U.S. District Court in Chicago with "Conspiracy to Possess a Controlled Substance with Intent to Distribute", which is a felony offense.

Gang Crimes Task Force members were assisted in making today's arrests by Special Agents from the U.S. Drug Enforcement Administration (DEA), Special Agents from the Internal Revenue Service, Criminal Investigations Division (IRS-CID) and Officers from the Chicago Police Department.

The complaints filed in connection with this investigation alleges that Hugh A. Rogers, also known as "Ardell", holds the rank of General in the Black P Stone Nation Street Gang and directed other gang members in the sale and distribution of both cocaine and cocaine base (crack) on the South side of Chicago and in the South suburbs, including Harvey.

In announcing today's arrests, SAC Kneir wants to reassure the public that, despite the recent emphasis on terrorism investigations, the FBI will continue to devote investigative resources to significant drug and gang cases. "Groups such as the Black P Stone Nation are the domestic equivalent of terrorists, bringing violence and destruction to America's inner-city" said Kneir.

"Our everyday mission to get gangbangers and dope dealers off the street continues and we're implementing any number of strategies toward that end," said Superintendent Hillard. "This joint operation is just one illustration of the kind of things we are doing to return control of our communities to the law abiding residents who live in them."

In addition to today's arrests, Federal search and seizure warrants were executed at fifteen (15) separate locations in Chicago, the South suburbs, and Madison, Wisconsin. Seizures included six (6) late model luxury autos and sport utility vehicles and a residence valued at approximately $500,000.

4. CORTEZ D. COOPER, age 29, 275 East 148th Street,Harvey, Illinois.

5. DAVID COATS, age 30, 5530 South Justine, Chicago, Illinois.

6. RAVON L. BAILEY, age 34, 10239 South Yale, Chicago, Illinois.

7. QUENTIN A. DANIELS, age 36, 11409 South Elizabeth, Chicago, Illinois.

8. DONALD HUMPHREY, age 34, 5331 South May, Chicago, Illinois.

9. JAMES A. WILEY, age 22, 6441 South Parnell, Chicago, Illinois.

10. EARL C. BERRY, age 40, 5322 South Bishop, Chicago, Illinois.

11. SAIDRICK D. BERRY, age 23, 5317 South Laflin Street, Chicago, Illinois

12. CARL RIDLEY, age 41, 1031 West Vermont, Riverdale, Illinois.

13. DONALD D. EARL, age 31, 4010 South Wabash, Chicago, Illinois.

14. DALLAS BYERS, age 27, 323 West 154th Street, Harvey, Illinois.

15. WINSTON W. ROSS, age 36, 12238 South Emerald, Chicago, Illinois.

16. ROBERT T. PARKER, age 36, 1419 Grey Avenue, Evanston, Illinois.

17. NATHANIEL ALEXANDER, age 24, 1528 North Massasoit, Chicago, Illinois.

18. BRIDGETTE MAURY, age 37, 1 South 120 Addison Avenue, Lombard, Illinois.

19. SHERROD MAURY, age 43, 1 South 120 Addison Avenue, Lombard, Illinois.

20. PHILLIP SMITH, age 41, 4439 West Monroe, Chicago, Illinois.

21. EDDIE FREEMAN, age 42, 68 East 57th Place, Chicago, Illinois.

22. EDWARD J. CLARK, age 28, currently incarcerated at Metropolitan Correctional Center in Chicago.

23. Unknown Male, also known as "Jaymo"

24. Unknown Male, also known a "Ralph".

All of the above defendants have been arrested, without incident, except for David Coats and Donald D. Earl, both of whom are considered fugitives from justice. Investigation is also continuing in an attempt to identify and arrest the defendants known only as "Jaymo" and "Ralph". Those in custody will have their initial appearance in U. S. District Court in Chicago, later today.

The public is reminded that a complaint is not evidence of guilt and that all defendants in a criminal case are presumed innocent until proven guilty in a court of law.
