Drug Fugitive Arrested following Shoot-Out with FBI Agents

Thomas J. Kneir, Special Agent in Charge of the Chicago office of the Federal Bureau of Investigation (FBI) and Terry G. Hillard, Superintendent of the Chicago Police Department (CPD) announced today the arrest of CHARLES STATES, age 26, of 1236 East 79th Street in Chicago. States was arrested late last night by members of the Chicago FBI's Joint Gangs Task Force, which is comprised of FBI Special Agents and Chicago Police Gang Crimes Investigators.

STATES has been a fugitive from justice since being charged in a criminal complaint filed in U.S. District Court in Chicago last May, along with five other individuals, with possession of a controlled substance with intent to distribute. All six men are suspected members of the Latin Kings street gang, who according to the complaint, controlled the distribution of cocaine in the area of Kedzie and Division in Chicago.

STATES was tracked to an apartment at the above address. When FBI Agents and CPD Officers attempted to enter the apartment, numerous shots were fired from inside through the door, striking a CPD Officer in the hand. The arresting Agents and Officers returned fire, after which, STATES surrendered. A Tech-9 semi-automatic machine pistol and a 9mm handgun, believed to have been used by STATES, were recovered from an area outside the apartment.

No other injuries were reported during the arrest. The wounded Officer has been treated and released. STATES is scheduled to appear in U.S. District Court in Chicago, later today.

The sixth defendant in this case, JEROME CARMEN, age 26, whose last known address is 3255 West Hirsch in Chicago, remains at large. Anyone knowing the whereabouts of CARMEN, who should be considered armed and dangerous, is asked to contact the Chicago FBI at (312) 431-1333.

The public is reminded that a complaint is not evidence of guilt and that all defendants in a criminal case are presumed innocent until proven guilty in a court of law.
