FBI Director Promotes Two from Chicago Office

Robert S. Mueller, III, Director of the Federal Bureau of Investigation (FBI) announced today the promotion of two members of the Chicago Field office to key managements positions within the FBI. Patrick J. Daly, currently an Assistant Special Agent in Charge (ASAC) in the Chicago office, has been promoted to the position of Special Agent in Charge (SAC) of the San Juan, Puerto Rico Field office, while John G. Raucci, currently a Supervisory Special Agent in Chicago, has been promoted to Assistant Special Agent in Charge of counter-terrorism for the Chicago Field office.

Daly, age 49, has been with the FBI since 1982. After assignments as a Special Agent in both Chicago and San Juan, he was promoted to a Supervisory position at FBI Headquarters in Washington, D.C. in 1991. He returned to Chicago as a Squad Supervisor in 1994 and was promoted to the ASAC position in 2000. As one of five ASACs in the FBI's fourth largest field office, DALY has been responsible for several investigative and administrative programs, including finance, training, foreign counterintelligence and counter-terrorism.

Daly is fluent in the Spanish language and is a certified Bomb Technician. He holds Bachelor's degrees in both Spanish and Criminal Justice from the University of Illinois at Chicago and is currently enrolled in the Master's program in Public Administration at DePaul University. Prior to entering the FBI, Daly, who is a Chicago area native, was an officer with the Oak Park, Illinois Police Department for six years.

Of the 56 FBI field offices nationwide, the San Juan office is ranked 26th in size, with nearly 300 Special Agent and Support employees. The San Juan office is also responsible for investigating violations of federal law in the U.S. Virgin islands of St. Thomas and St. Croix.

Raucci, age 43, has been with the FBI since 1987. After investigative assignments in Phoenix, Detroit and Chicago, he was promoted to a Supervisory position at FBI Headquarters in Washington, D.C., in 1998. Raucci returned to Chicago in July of 2000 as a Squad Supervisor, first overseeing organized crime investigations then supervising one the division's counter-terrorism squads.

Raucci is a graduate of Elmhurst College, where he earned Bachelor's degrees in both Business Administration and Urban Studies. He also holds a Master's degree in Public Administration and a Juris Doctorate from Michigan State University. Raucci, who is a Chicago area native, is a member of the Illinois Bar and was a suburban Chicago Police Officer prior to entering the FBI.

In announcing theses appointments, Director Mueller cited the accomplishments of both Daly and Raucci. "As investigators, supervisors and program managers, both Pat Daly and John Raucci have demonstrated the innovation and vision for the future necessary for these important assignments."

Thomas J. Kneir, Special Agent in Charge of the Chicago Field office added "Pat Daly's many talents and in-depth knowledge of the Chicago area will be sorely missed. While his close relationships with many of our local law enforcement partners will be hard to replace, I'm confident that Chicago's loss will be San Juan's gain". With respect to Raucci, Mr. Kneir added "I'm extremely pleased with the Director's selection of John Raucci as the head of Chicago's counter-terrorism program. He brings with him a wealth of experience and many of the same traits that we will be losing with Pat Daly's departure. He certainly will become a key member of the FBI's Executive Management team."

Mr. Daly is expected to remain in the Chicago office through the end of the year. Mr Raucci's promotion is effective immediately.
