Four Latin Kings Arrested on Federal Drug Charges

Thomas J. Kneir, Special Agent in Charge of the Chicago Office of the Federal Bureau of Investigation (FBI) and Terry G. Hillard, Superintendent of the Chicago Police Department (CPD) announced today the arrest of four (4) suspected members of the Latin Kings Street gang on Federal drug charges.

The arrests were made without incident, earlier today, by FBI Special Agents and Chicago Police Officers assigned to the FBI's Joint Gangs Task Force, along with CPD Officers from the 14th District and Organized Crime Division. The arrests were the culmination of an 18 month investigation targeting drug distribution activities in the area of Kedzie and Division streets in Chicago.

Those arrested are identified as RICHARD CARMEN, age 24, of 3406 West 73rd Street, Chicago; CESAR CASIANO, age 26, of 3319 West Evergreen, Chicago; ALBERTO RODRIGUEZ, age 28, of 4405 South Talman, Chicago and DANIEL PEREZ, age 23, address unknown.

A fifth individual, identified as NATIVIDAD CALDERON, age 23, was in state custody on unrelated charges and has been turned over to the FBI. Two additional suspects, CHARLES STATES, age 25, of 5400 West Iowa, Chicago and JEROME CARMEN, age 26, of 3255 West Hirsch, Chicago are fugitives from justice that are currently being sought by the FBI.

All of the individuals identified above were charged in a criminal complaint filed in U.S. District Court in Chicago with conspiracy to possess a controlled substance with intent to distribute, specifically cocaine and marijuana. In the complaint, it is also alleged that the defendants used violence and threats of violence, including kidnapping, to protect their operation.

Those arrested are scheduled to appear before U.S. Magistrate Judge Michael T. Mason, later today. Anyone knowing the whereabouts of CHARLES STATES or JEROME CARMEN are asked to contact the FBI at (312) 431-1333.

The public is reminded that a complaint is not evidence of guilt and that all defendants in a criminal case are presumed innocent until proven guilty in a court of law.
