Charges Filed in North Side Bank Robbery

Thomas J. Kneir, Special Agent in Charge of the Chicago office of the Federal Bureau of Investigation (FBI) and Terry G. Hillard, Superintendent of the Chicago Police Department (CPD) announced today the arrest of JOSEPH E. DUNCAN, age 38, of 630 West Evergreen in Chicago. DUNCAN was arrested Friday morning, without incident, by CPD Officers who were responding to the robbery of the TCF Bank branch, located at 1050 West Wilson in Chicago.

DUNCAN was charged in a criminal complaint filed Saturday in U.S. District Court in Chicago with one count of Bank Robbery, which is a felony offense. According to the complaint, DUNCAN approached a teller and handed her a note announcing a robbery and demanding money. His note implied that he was armed, though no weapon was displayed and no injuries were reported. DUNCAN received an unspecified amount of cash from the teller, which included a security dye pack. The dye pack activated shortly after DUNCAN exited the bank, which was located in a Jewel Food Store, covering him with red dye. DUNCAN was detained by store security personnel, until CPD Officers arrived and placed DUNCAN under arrest. DUNCAN was subsequently turned over to the FBI, who are conducting additional investigation to determine if DUNCAN is involved in any other unsolved bank robberies.

DUNCAN appeared before U.S. Magistrate Judge Michael T. Mason Saturday morning, at which time he was formally charged and ordered held without bond pending his next scheduled court appearance. If convicted of the charge against him, DUNCAN faces a possible sentence of up to 20 years incarceration.

The public is reminded that a complaint is not evidence of guilt and that all defendants in a criminal case are presumed innocent until proven guilty in a court of law.
