Walter T. Neff was a General Secretary of the Marine Transportation Workers Union, Local number 100. This investigation of Walter Neff was conducted in 1917, and he lived in Philadelphia with his wife. Neff joined the International Workers of the World on August 4, 1908, in Portland, Oregon. Neff was sentenced to 20 years at Fort Leavenworth Prison and ordered to pay a fine of $10,000. He was released on Parole in April of 1922 and he asked for a pardon.
