The IC is managed
by the Deputy Director of Central Intelligence for Community Management
(DDCI/CM).
This individual fills a statutory position established by the Intelligence
Authorization Act for FY 1997. As directed by the DCI, the office
of the DDCI/CM oversees a unified Intelligence Community optimized
to provide a decisive information advantage to the President, the
military, the law enforcement community, diplomats, and Congress.
As shown in the organization chart above, the DDCI/CM is assisted
by:

the Assistant
DCI for Collection (ADCI/C),
-
the Assistant
DCI for Analysis and Production (ADCI/AP),
-
the Senior
Acquisition Executive (SAE), and
-
the Executive
Director for Intelligence Community Affairs (ExDir/ICA),
who leads the Community Management Staff.
Working together,
these leaders oversee Community activities by establishing policies
and managing processes that promote accountability, leadership,
and corporate management of the Intelligence enterprise.
The Assistant
DCI for Collection
The ADCI/C is responsible to the DCI and the DDCI/CM to assist in
carrying out intelligence collection responsibilities in order to
ensure the most efficient and effective collection of national intelligence.
The ADCI/C exercises DCI authority to oversee and ensure national
intelligence collection and to monitor and evaluate the performance
of collectors of national intelligence. He is also the DCI’s final
arbiter to ensure optimal application of national collection resources.
The ADCI/C is the executive agent for the development of plans to
implement the initiatives delineated in the Strategic Direction
for Intelligence Community Collection. The ADCI/C chairs the National
Intelligence Collection Board (NICB), which consists of senior collection
managers from National Foreign Intelligence Program (NFIP) agencies,
and which serves as the Intelligence Community’s overarching mechanism
for developing and implementing cross-discipline, cross-agency coordination
of intelligence collection.
The Assistant
DCI for Analysis and Production
The ADCI/AP is responsible for managing Intelligence Community analysis
and production. The ADCI/AP chairs the National Intelligence Analysis and Production
Board (NIAPB), which consists of the heads of the NFIP analytic organizations.
The NIAPB works with the ADCI/AP to develop corporate strategies
that will improve the quality of analysis, meet customer requirements,
address analytic gaps and shortfalls, and establish processes for
analytic requirements to drive collection.
The Senior
Acquisition Executive
The SAE provides independent oversight of major systems acquisitions
and acquisition management within the NFIP. In addition, the SAE
chairs the Intelligence Community Acquisition Council, which is
a forum to exchange best practices and improvements in acquisition
management as well as to address areas of common concern.
The Executive
Director for Intelligence Community Affairs
The ExDir/ICA leads the Community Management Staff (CMS). The CMS
works closely with the ADCIs and the Senior Acquisition Executive
in assisting the DCI and the DDCI/CM to carry out their responsibilities
in managing the Intelligence Community. Specific responsibilities
of the CMS include the following:

Developing
and implementing strategic plans for the Community;

Instituting
an intelligence requirements process that feeds into building
future programs and budgets;

Operating
the program budget process for the entire Community, including
evaluating programs and submitting the Community’s budget request
to the President and Congress; and

Promulgating
the Community’s information handling policies.
