AT A GLANCE
The
mission of the Office of Military Affairs (OMA) is to ensure that, whenever
and wherever US armed forces are deployed, they will have at their disposal
the full range of CIA's intelligence and operational support capabilities.
We
are an office comprised of Agency personnel from all CIA directorates
and of military detailees from all the uniformed Services. The majority
are on two- or three-year rotational assignments, providing the office
with a continuous flow of up-to-date knowledge about military requirements
and CIA support capabilities. At any given time there are approximately
one hundred officers attached to OMA. Between one-third and one-half
of these officers are assigned to OMA's headquarters elements; the remainder
are deployed at sites around the world.
In
providing support to the US armed forces, OMA is only the tip of the
CIA iceberg. While we are the only Agency component with the exclusive
mission of supporting military plans and operations, our effectiveness
depends critically on our partnership with other line components of
CIA - the DO's area divisions, the Military and Special Programs Division,
DI Issue managers, DS&T; offices, DCI centers, and many others. As a
DCI area office, OMA is well positioned to reach across all Agency directorates
to draw on, leverage and orchestrate the unique tools and skills that
the military commander requires to accomplish his mission and protect
his forces. OMA is a part of the broader "military support team" of
the Associate DCI for Military Support (ADCI/MS), who in turn has a
mandate from the DCI to coordinate overall Intelligence Community support
to our military customers.
OMA's
principal business areas include:

Agency support
for military exercises;
-
direct support,
in the form of our DCI Representatives, to the commanders in chief
of the major unified commands;
-
support from
our DCI Faculty Representatives to the major service schools and
war colleges;
-
an active
training and education ("in-reach/outreach")program, aimed at informing
Agency officers about unique military needs and explaining to military
audiences how CIA can respond to their requirements;
-
a crisis augmentation
function, providing DI analysts to assist DoD elements in battle
damage assessment teams;
-
a "surge" function,
providing the CIA elements of National Intelligence Support Teams
(NISTs) to joint task force commanders, or Crisis Operations Liaison
Teams (COLTs) to temporarily augment stations or bases in performing
military liaison functions;
-
communications
and technical integration, providing reliable connectivity with
our remote sites, resolving information security policy issues with
DoD, and ensuring systems interoperability between CIA and military
sites.
Interwoven
through these business areas is a strong customer focus and a personal
commitment on the part of individual OMA officers to a critical mission.
